Both countries contain parts of historic Catalonia. According to a blogpost, France is interested in learning Spanish, and Spain is interested in learning French. Furthermore, Duolingo shared a post on World Book day which aligns with the Catalán holiday of La Diada de Sant Jordí during which men gift women roses and women gift men books. It is the 12th skill that learners gain on the tree.
